NOAA has initiated the Environmental Impact Statement process by publishing a Notice of Intent for TMC’s USA-B deep-seabed exploration license application, a major step toward potential U.S.-regulated exploration of a large polymetallic nodule resource in the Clarion Clipperton Zone.

TMC the metals company Inc. announced that the National Oceanic and Atmospheric Administration (NOAA) has published a Notice of Intent in the Federal Register to prepare an Environmental Impact Statement for the USA-B deep-seabed exploration license application submitted by its subsidiary, The Metals Company USA LLC, under the Deep Seabed Hard Mineral Resources Act, marking a key regulatory milestone following NOAA’s earlier certification of the application on May 26, 2026; the USA-B area in the Clarion Clipperton Zone covers approximately 122,000 km² of seafloor with an estimated 1.02 billion tonnes of polymetallic nodules containing critical metals such as nickel, cobalt, copper, manganese and rare earth elements, and the EIS process will include public comment, potential license terms, conditions and restrictions, and a final NOAA determination on whether to issue the exploration license, alongside the company’s separate, advancing USA-A application for an exploration license and commercial recovery permit.
